Mystery bird, Surrey, British Columbia, Canada

Saw this a few months ago; after finishing a walk at Green Timbers, I saw this bird flying towards a tree. It had a long-ish tail, and sort of reminded me of a treepie I saw in Taiwan. I didn't have time to switch back to my Sigma 150-500mm OS lens so I took it with my 18-200mm OS lens. I've seen this bird on another separate occasion.

This is one tough ID

I see a long barred tail so it may be an accipiter.

yeah probably, but apparently it didn't have a lot of patterning apart from the tail, it was brownish in color and maybe some slight barring, but I can't remember for sure. Also it didn't soar as far as I can remember it flapped its wings.
