No, it's more or less the opposite way. The bird in the photo linked above is a male (they have blue-grey wings with black tips). The bird that you linked in the first post in this thread is either a female or a juvenile male (they are more uniformly brown). Check here for pictures of Marsh Harriers in different plumages:
