Please help me ID this bird, Seattle, US

Saw this bird outside my driveway and was wondering if it was someone's lost pet.

It looks like a Golden Pheasant, but something isn't quite right. The yellow on the underparts should be red. Maybe it's one of the mutations that is mentioned here: http://en.wikipedia.org/wiki/Golden_Pheasant.

So it surely is someone's lost pet.
