Just a Buzzard? - Dundee, Scotland

While out hunting for Waxwings today I saw this Buzzard fly over at medium height. It was following roughly the line of the Tay estuary west over Broughty Ferry where it meets Dundee (quite a built-up area) then drifted south over the Tay where I lost sight of it. At the time, I thought the behaviour/location wasn't typical but only thought to take a photo as it drifted out over the Tay. Unfortunately I didn't think to pay much attention to the plumage, as I wasn't expecting anything other than a Common Buzzard.
Looking at the photo though, the breast and head appear quite pale with a darker belly, and the inner part of the forewing looks paler than the dark-ish carpal area. Looking at the Collins Guide the bird that closest resembles it appears to be the juv. Rough Legged Buzzard, though the "quality" of the photo may have something to do with the apparent likeness.
Any opinions please?

Common buzzards are notoriously variable in colour.
