I know very little about Texan insects specifically, but it looks like it could be an Antlion (e.g. Bracynemerus sp) or maybe an Owlfly.

I believe it is one of the fishflies (Chauliodes sp.) and a male because of the distinctive feathery antennae [pp 224-225 Kaufman Field Guide to Insects of North America and pp 329/521 National Audubon Society Field Guide to North American Insects & Spiders.
