Video editing software

I did have something but changed laptops and cannot find it, want to to be able to improve slightly the terrible videos I occassionally take, nothing flash, just something that may assist with shaky shots and perhaps freeze frames and cut out bits - and as cheap as possible? Any reccomendations please

No question Pinnacle studeo, I have used Pinnacle for 14 years, whay not also Microsofts poor but free vid package,

CNET is a VERY trusted site and has many years of true experience, tucows has been going longer, about 15 years.
