I don't know about range of the species in Iran but the bird looks like a female Red-tailed Wheatear to me. (i thought of Hooded first but R-T seems to be a better option).

Honestly: i have returned to this pic for the third time and i'm not sure wich one of Hooded or R-T W it is. I look forward to hear someone who is more clear in his/her thoughts can help. The tail pattern (looks pale in the outer tail feathers and no supercill, would support Hooded, right?)

Hooded Wheatear.Almost totally pale outer tail feathers,long bill,and it looks almost like a Spotted Fly!

Parker, KenM, Pete Wragg are all correct with Hooded Wheatear.

I thought it was a HW at first sight but for some reason changed my mind (tired yesterday evening...)

As you best can see pic 1-2 of the three new pics ghaffar the outermost tailfeather are pale out to the end/edge. That's typical for Hooded but none of the other Wheatears in your region. The bill are longer and thinner than other Wheatears.

Sorry for misleading you with my confusion yesterday.
