Gull - Oxon

I thought initially that this Gull had a totally red bill but does have some yellow at the base. Is the size of a Herring Gull. Coud you please help with ID - is it 'just' a Herring?

Sorry about picture quality - taken long distance in partial darkness.

Many thanks

John
