Looks like hen Red-breasted.Light/dark tone split pretty much even on neck.
Not as extensive white eye line and more compact head vs. hen common M.(which has large,conspicuous white throat patch)

The comparatively spindly bill is another good field mark for Red-breasted Merganser.
