I agree with Tim, it is a Maned Duck, also known as Australian Wood Duck.

Definitely an Australian Wood Duck (or Maned Duck as an alternative name). Last week I saw a female with 6, day-old ducklings make their way through the Great Court of the University of Queensland.
It was Orientation Week for our new academic year but I thought that they were still a bit young to enroll
