Difficult angle,
I's a Harrier, I can only see 4 primaries so maybe a Montague's Harrier but could be Hen if the angle is misleading?

interesting anyway
this is how I counted them
beside:
heavy bird, no bold markings on axillaries
bold barring of primaries running from secondaries to primaries and up to the tip of fingers
hardly marked, bold and broad uppertail coverts
hardly any white visible on face (but might be hidden by angle)

Interesting....
The bird made one quick circle before flying off and I was only able to get this, no doubt useless shot. Hard to focus a 840mm telescope on a flying bird!

Does it clarify anything or just muddy the waters?
