Improving motion on a Manfrotto ball head?

I have an old Manfrotto #168 ball head, mounted on an equally old Manfrotto #55 tripod. Both car boot bargains.

The motion has become rather "sticky" - I have to slack the tension right off before I can move it at all.

The ball itself is coated in "something black" and a quick GIS reveals that some example (older? newer?) have a shiny metal finish.

Is there anything I can do to improve the movement? Cleaning, lubrication, that sort of thing?

Can't say much to help you more than that I have the same combo that I bought about 25 years ago and the ball is shiny metal.
Not at home this week so can't check it out more at the moment but don't think it's very sticky.
