This could be a toughie .. this rather long tailed bird is actually mating with a female ..

Swainson´s Hawk, check the underwing as mentioned in the other post nikovich.

Wow... tough picture to go by. My guess is Swainson's Hawk. I see white under surface of the wing with dark primaries which is a identifying feature of Swainson's. I was thinking Northern Harrier at first but this bird also has light primaries and the birds in your photo show dark feathering from below.
