There's another thread running on here re a similar case and in each the crime is described as follows:

1. The RSPB spokesman said the case was the worst its wildlife workers had come across in more than 20 years.

2. Royal Society for the Protection of Birds (RSPB) investigating officer Bob Elliott described the case as the worst it had seen in at least 20 years.

Do you think they should talk to each other a bit more?

(BTW - I agree about the first offence thing - as if he just started doing this all of a sudden.)
