Common tern? Plum Island

I can't make up my mind whether this is a juvenile common tern or some other variety of tern. Would appreciate your help with ID.

I'm going to agree on common.

Was this on the ocean side? I was out there for about 5 hours this past Sunday, and the only Tern I saw was a Least sitting on an exposed rock in the middle of the salt pannes...
