A duck in New England. (1 Viewer)

Can anyone help with ID for this duck please? I saw some off the coast of Quebec earlier in October. The guys I was with called them Eiders, but the head and bill are the wrong shape and the plumage is all wrong for me. Thanks in advance.

I hate to bring up 200-year-old disputes, but I would not ever describe Quebec as part of "New England" :)
