A week ago, my brother and I visited SE Arizona. On the road leading to, and before reaching, Madera Canyon, we encountered this raptor early morning perched by the side of the road. It appeared to have a very light head. The bird never changed position so we just had its backside view. In one of the pics, I can see what looks like the dark teardrop shape markings on the side of its breast of a young Cooper's Hawk but the light head made us uncertain. Thanks for your thoughts on this bird.
