With regards to binoculars, I think it also depends on the size of the bins, the length of straps that you prefer and the kind of cycling.
I usually just keep my binoculars (usually 32 or 42mm)on their normal strap, bandolier style, without any complaint and very quick to grab. They are fully waterproof/sealed and with caps. More protection is not needed. (I’d rather have them there than in a non-padded handle-bar bag, considering bumps on the road.) When along a spot with more to see, more stops, I sometimes carry them the ‘normal’ way around my neck, but that is a less handy for the heavier bins, longer cycling, and probably a no-go if in a too ’sporty’ cycling position (road/sport bike).
I still carry my scope on a Scopac sometimes, but that is sometimes too much if I’m not sure I will have much use of it, or if too hot, too much distance to ride, or with a more ‘relaxed’ touring in mind. Therefor, I’m now experimenting with taking my smaller 50mm scope attached on its small travel tripod ín my back carrier bag with some padding. I’m still looking for the easiest setup there.
