Bird audio ID. Can you identify this call? (Wales, Britain, Month: May) (1 Viewer)

I heard this bird by a river in Wales, Britain. It was coming from the trees on a river bank around 3pm. I am about 5 miles away from an estuary. I couldn't see anything, just hear the call. There was a red kite above me but it wasn't that. Could it be an owl?

You can hear several calls in the audio. I am talking about the more repetitive low call (the most clear at 0:04 of the audio), not the more high pitched tweeting. It has two distinct parts and is repeated three times in the audio.
