The photo was taken in Marin County, California, in November this year.
Any suggestion on ID?

Not the most obvious red-tailed hawk, but I can't see anything that stops it being one - and it's not a red-shouldered hawk (poorly-marked secondaries).
 
Agree with Red-tailed, you can barely see the belly band if you enlarge the photo. It’s a juvenile with the still pale eye, and the bands on the tail.
