The best thing you can do is take the bird to a vet or nature organisation.
 
Hi SHAHZ and a warm welcome to you from all the Staff and Moderators. We have some general guidelines here for the care of injured and baby birds. If it's not the third eyelid, which is used to protect the eye (but this is only in use occasionally and doesn't really look like it), the eye would appear to be damaged and needs professional care. Birds can usually manage quite well with only one eye (raptors are an exception which this bird isn't).

There is really no-one on the forum that would be able to help you just from pictures like this, a proper professional examination of the eye is needed - most vets will help with wildlife for free, at least for initial advice and emergency treatment.
