The Eponym Dictionary of Birds claims:
Kilombero Weaver Ploceus burnieri N. E. Baker & E. M. Baker, 1990
Eric Burnier is a Swiss physician and amateur naturalist who worked at the Ifakara, Tanzania medical research station. He was the first to draw attention to this weaver. He also discovered the Algerian Nuthatch Sitta ledanti but someone else got the honour (see under Ledant).

The Key to Scientific Names
Dr Éric Burnier (fl. 1990) Swiss physician, naturalist “who brought this weaver to our attention. (It is interesting to note that Dr Burnier was the first to observe the nuthatch Sitta ledanti in Algeria, but medical commitments delayed his announcement of this find)” (Baker & Baker 1990) (Ploceus).
He published two medical articles here and at least practice since 49 years here. But no more ideas about him.

Is this correct ?
Jean-Paul Ledant discovered the nuthatch on 5 Oct 1975 (e.g., Ledant 1977). I understand Éric Burnier found it independently in Jun 1976 (e.g., here -- note the dated field sketch) -- thus a few months later, but before Vielliard's description was published in Alauda (Sep 1976; here).
