This is the best of some very poor pictures, is it possible to ID please?

Yellow eye, barred tail, thick thigh feathers, I would say larger than a kestrel, carrying something in its talons

An Accipiter. Looks like a sparrowhawk (tail-tip shape). Judging the size of a lone bird is notoriously unreliable.

Not bulky and the eye quite big in the head both indicate smallish though - I'd agree Sparrowhawk.
