This looks to be a Japanese Cormorant (Umi-u). It's a little hard to tell exactly which species as you get both species. I don't think this is a Great Cormorant (Kawa-u) because the yellow facial skin continues past the eye and wings seem to join the body a little farther back. In the Great the wings join the centre of the body and this gives the Great more of a longer tailed look.
