Common kestrel (Falco tinnunculus)

Why do I have such trouble photgraphing hovering kestrels? Maybe because they keep their heads out of the sun when hovering on sunny days (even when the wind is blowing in the same direction as the sunlight)? So here's one on a cloudy day.
