Good shot :t: ! This is a Great Cormorant (Kawa-u) or Japanese Cormorant (Umi-u). It's hard to tell exactly which species. In the Great the wings join the centre of the body and this gives the Great more of a longer tailed look. On the Japanese the wings join farther back. The wings on this bird look more central to me.
