Hi - This is a nest of caterpillars of Yponomeuta (ermine moths). There are severak species, the host plant may give a clue which one it is (e.g. the apple ermine moth you will find on ... apple etc). These moths can completely strip trees and bushes of all their leaves, but the leaves will normally grow back.
