Eye level for a change
Dark-eyed Junco
Generally patterned with gray, white, and shades of tan. All have pinkish bills and white outer tail .
Habitat
Ha! According to Cornell Lab of Ornithology, Dark-eyed Juncos are birds of the ground. They hop around the bases of trees and shrubs in forests or venture out onto lawns looking for fallen seeds. Well not this one ;)

That said - I've seen the same. Could this be similar to what we see with quail, that there's always one perched up higher on guard duty?
