Well, it's certainly a male, but whether it's immature or an adult just developing his breeding plumage, is hard to tell. It would help if we knew the date you saw him.

I'm sure the experts will be along soon.
 
Yes, Delia, I figured it was a male...I took this photo on March 10th which is after the breeding/mating season (I believe), but they do moult into an eclipse plumage (I've just read).

Maybe this, then, is an eclipse plumage. During the time I was in Oz, I saw a fair number of breeding-plumaged male Variegated FWs, plus females, and these (and inbetweens)...confused me no end!
 
So cute and gorgeous, the males -that irridescent pale blue is extraordinary!
And those pert tails in the air!
