Is this thing edible? (Ardea herodias)

I watched as this heron first grabbed something out of the water, then repeatedly dropped it and picked it up again, turned around and repeated, as if it was unsure whether to eat it or not. Departed with whatever it is so don't know the final decision. A different, though not clear, photo shows what appears to be a fishlike mouth, and a zoom in shows it might have lost it's tail, but I'm not familiar with any fish in this region with fins like those.
