Merlin
Nico Stuurman kindly pointed out this small falcon silhouetted at a considerable distance (more than 400 feet) before it quickly departed. This is a female or immature. Apparently it's not possible to distinguish juveniles from adult females in this species. The tail pattern suggests the widespread nominate boreal race F. c. columbarius which is a migrant and winter visitor here, sometimes called "Taiga Merlin."
