To me it looks to be one of the Wasp Mimicking Moths, not unlike a female Peachtree Borer, Synanthedon exitiosa except they don't have the orange behind the head but do have an orange band across the abdomen. If you can't get an ID here, try http://www.whatsthatbug.com
 
It's a Plecia Nearctica which is a member of the march fly family and is known as a "Love Bug". They are most commonly found in the Southern part of Texas and Lousiana, but are also found throughout the Southern coastal states. In the Spring and again in late Summer and early Fall, they will fly in swarms as the adults mate with one another. They can create a real problem for people driving down the road when they run into a swarm of these and their windshields get covered with bugs.
