Tis a Kestrel, can just make out its markings, I have a few similar shots of the same standard, silly thing is they even give us a chance to take a corker when they hover 8-P
The bird is obviously heavily in moult and has recently lost primaries from 5 to 7 which gives the wings a very non kestrel appearance. The longer primaries don't seem to have fully grown either. I presume you have asked the question because of the odd looking wing conformation.
