Female bird. I wondered if it was carrying the snipped-off stem as material for lining a nest hole. Google gave no clear answer, but while searching I found a paper in the academic journal Current Zoology, which is worth quoting: "The rose-ringed parakeet Psittacula krameri is one of the most widespread invasive bird species in the world and is considered among the 100 worst alien species in Europe. As a secondary cavity nester, rose-ringed parakeets depend on pre-existing tree cavities to breed, out-competing native species in invaded areas".
It's a pity because they're so photogenic. They haven't eliminated Great Spotted Woodpeckers around here, at least.
