Rough-legged Hawk (Buteo lagopus)

This appears to be a young Rough-legged. They are a large hawk who happens to like the cold climate here in Central Oregon.
This one was hunting a pasture down the road in our rural community.
This and the Ferguson Hawk are (I am told), very closely related and both get confused.

Habitat
Open coniferous forest, tundra and generally barren country, breeding on cliffs or in trees, wintering also in grasslands and open cultivated areas.

Thank you Stanley! While the snow was on the ground this one was just over there ----> and I could not pass getting photographs of him/her (male or female not sure?), a couple of different times.
I had misidentified this bird in the past, but someone along the way emailed and said it was common to do, but I think they were just being nice haha! ;0)
