Rufous-chested Dotterel (Charadrius modestus)

This is a fresh juvenile. HBW calls this species Rufous-chested Plover. Winter adults are similar but lack the pale fringing and white spotting on the mantle. Some authors place this species in the monotypic genus Zonibyx characterized by having a hind toe and unfeathered tibia.
