Least Tern.

Their numbers are slowly getting up there but it is considered a decreasing population. Adult Description
Small tern. During breeding, black cap ending at white forehead. Short white eyestripe. Bill yellow with black tip. Back light gray. Underside white. Black leading edge to wing. In nonbreeding plumage has black eyestripe extending to back of head, white top of head, and black bill.
Habitat
Populations are endangered in many areas because of human impacts on nesting areas, especially competition for use of beaches. However, Least Terns in some parts of the east are now nesting successfully on gravel roofs near the coast.
