This White Breasted Nuthatch looks like it can't hold its head up. But in fact the bird is just fine. It is only trying to peer under the edges of the roof shingles. Its trying to see if there are seeds and nuts there that other nuthatches and chickadees lodge under them on a regular basis.
A fascinating behavioural shot Bill, well captured. I have recently seen both a Carrion Crow and a Magpie doing much the same (poking around under overlapping roof tiles) and wondered what they managed to find. But unlike you, I've never seen food items deliberately lodged there by other birds.

Birds do indeed hide food under the shingles. I've seen them doing it. Unfortunately squirrels know this and they sometimes will pry the corners of shingles up looking for food. They can damage a large portion of a roof by bending up or even breaking off sections of shingles.
