Appeared right in front of me whilst I was watching Great Northern Divers in Hartlepool dock.

Great lighting and a great angle to take it from but a Cormorant rather than a Shag - heavy bill and large yellow gullular patch. There were a couple of Shag around though.
 
Ian, I can see the difference in the bill now having looked at a few pics, thanks for the advice. I got confused by the lack of a white face patch - is the white face patch only seen in summer.
