Sharp-shinned or Cooper's Hawk?

From western Nevad USA, looks like maybe a Prairie or a Peregrine? It's too big to be a Merlin.

Question changed from Falcon to SS or Cooper's Hawk after help with ID'ing.

With his tail, he is much longer than the 11" my copy of SIBLEY shows... we had eliminated the Sharp-shinned. Although, the SS does live here year round supposedly. I do get confused. The one in the yard has what I would call wide bands on the tail, much wider than a juvenial Peregrin.
 
And why not a juvie Cooper's Hawk (Accipiter cooperi)? The size, streaked breast and general shape seem to match...
 
I cant tell you what species it is, but its definately not a Peregrine, nice shot.
 
I'm going to have to go back on my size guesstimate. I had hubby hold a tape and I took a pic of the doggie pool, and the width isn't as big as I was thinking. It's not quite 3 feet across, making the bird somewhere around 1/3rd the width of the pool. I'm still guessing as it's tail isn't visable in that pic. The posted pic was taken just over a month ago, and yesterday while I was gone, DH said the 'whatsit' was in the pool again, but the batteries in the camera were dead. So how would you estimate the length of the tail by the length of the body...

So maybe I just need to wait and get better pix for ya'll?
 
I'd think this was a juvie Sharp-shinned Hawk too but could be a juvie male Cooper's. These two birds can be pretty difficult to ID from photos.
 
Thank you so much, everyone! I'll try to get a better side view, WITH tail in the future. He sits on the fence that's behind the pool when he's in the yard, so maybe I can get a good shot of his whole length. SSs are shorter than Cooper's, so maybe that will be the way to tell.
