Hard to say, Kabs. The Steppe has a dark eye and the gape extends just beyond the eye. It also has broad baggy leggings and is a big eagle. This bird seems to have a lighter eye and the gape doesn't seem to extend beyond the eye but it's hard to be sure from the photo. This bird also looks a little slight to be a Steppe but that may just be the angle and also the leggings look thin. Perhaps a Tawny Eagle but not 100% sure.
