Swainson's Hawk- juvenile

This hawk came over the house in Yucaipa, California. it was kind of high up, but this is the best photo i could get. I need a I.D. for my files. Thanks for any information. Hawkeye6337. I am thinking a Swainson's hawk.

Swainson's is my guess. The only other NA raptor that looks close is the Northern harrier. Sorry, no buzzards in North America.
 
I think that tehag is correct, Swainson's Hawk and since it doesn't have the black band on the tail, I would think that it is an intermediate phase juvenile. Bill
