I took this photograph near Tampa in Florida and haven't a clue what variety of birds they are, can anyone help please, not knowing is driving me mad

They are Inca Terns. A native of the coasts of the Peru and Chile are, I believe. The habitat they've been provided with there doesn't exactly look suitable to me.
