What's the problem? (Buteo jamaicensis)

This juvenile Red-tailed Hawk seemed puzzled over what Mom was so upset about. The parents were loudly issuing warning calls while flying overhead, not happy with me so close. Initially, I was too close to get a usable picture with the 100-400mm lens I had with me.
