Habitat
Below the mountain pass on the South American Continental Divide overlooking the Sacred Valley at 2,789 m (9,150 ft) elevation. Puna scrub with small patches of Polylepis forest.
Location
Near Abra Malaga, northwest of Ollantaytambo, Cusco Department, Per.

I don't see the white on his wings, but he does seem to have a blue "scarf" around his neck and throat ... Handsome fella! |=)|
