AOU-SACC Proposal #718 (Schulenberg, Apr 2016): Correct the scientific name of Chilean Swallow from Tachycineta meyeni to the older name Tachycineta leucopyga.

Is it consistent to reject Hirundo apus "var. leucopyga Pallas 1811" ["OD"] (i.e., accept H. leucopyga Meyen 1834 as not preoccupied), if we are to maintain that Muscicapa grisola "var. dauurica Pallas 1811" ["OD"] was validly proposed...?

(Mlíkovsky rejected both -- in different papers, but for the same reason: there is no suggestion in Pallas' text that he used these words as names [most general definition in ICZN Glossary: "A word, or ordered sequence of words, conventionally used to denote and identify a particular entity"].)

I thought the answer to this was that Muscicapa is not an AOU area bird. But actually it is as a vagrant (see link below) to North America (so AOU-NACC not AOU-SACC, technically a different committee). I suppose it is not the first time that NACC or SACC diverge - perhaps someone should do a proposal to NACC?
