I fairly certain it is a Common buzzard, but I'm not certain that I could exclude an aberrant juvenile Marsh harrier. Either way, it isn't a STE, which I guess would be a major rarity in Belgium?
 
5 obvious primaries in the second picture, so I think Common buzzard is correct.

The latest image certainly looks like STE though (disproportionately large pale head contrasting with darker mantle)!
