Looks like (greater) spotted eagle. Fairly uniformly dark, pale carpal comma.

I think you are right, tail a bit long for Clanga

Tail too short, wings too broad, carpal pattern wrong.

The tail could still be growing. IMO the extended legs (as far as we can see them) seem to short for a Clanga, and the bill seems relatively small. Looking at the brightened image, the wing pattern looks better for Booted Eagle, at least in the first shot.

I lump them 😀

Indian Spotted was lumped wit LESSER Spotted Eagle in the past, but no one lump it with Greater Spotted. Indian and Lesser are totally allopatric.
