Immature Falcon - Kenya (1 Viewer)

I saw this immature falcon in a residential area of Nairobi, Kenya this January.

There seem to be a number of possibilities, so hoping someone with more falcon expertise can point me in the right direction. Any ideas?

the black eyering is better for Shikra

after checking pictures of very young African Goshawks, the eyering may be just good for AGH and not black enough for Shikra, also the last pic shows 6 fingers (although the inner one broken) so African Goshawk as James said
