ID for this prey, Iran

One of my friend has seen this prey in Khar Turan National Park (35.885476, 55.902184) and we couldn't find the exact key.
What is your idea about this?

I was hesitant and it's head was not clear . I couldn't find the exact golden eagle key in this picture. Thank you so much for your ID.

I believe Shahrzad’s reference to the “key” was enquiring as to what was the most important feature for unlocking the ID, which was principally the “underwing pattern”.
